结合我国当前内涵式城市发展趋势，功能型城市更新逐渐成为激活城市存量空间、推动城市可持续发展的重要路径。文章以麟游县城东片区为例，依托片区发展优势，借助国家政策红利，提出打造“文旅康养品质城东”的目标定位，探讨文旅康养驱动下山水城市的更新策略与实施措施，为实现城东片区生态、环境与经济的协同发展提供参考。

In light of the current trend of connotative urban development in China, functional urban renewal has gradually emerged as a pivotal path for activating urban stock space and advancing urban sustainable development. Taking the Eastern District of Linyou County as a case for study, this paper, leveraging the developmental advantages of the district and the national policy dividends, proposes the target orientation of building a “high-quality Eastern District for cultural tourism and health care”. It further explores the renewal strategies and implementation measures for landscape cities driven by cultural tourism and health care, thereby providing a reference for the coordinated development of ecology, environment, and economy in the Eastern District.
